Today, many companies are demanding independent research and feasibility projects associated with their fleet operations. Often, this is simply because they lack either the resource or indeed specific know how. In other words, they need someone to carry out the tasks that they either cannot do, or, for which they do not have time. Whilst many fleets outsource their actual fleet operations and logistics, it is not unusual for them to also outsource the related reviews and tenders.
Dependant upon requirements, consultations may be either relatively simple or extremely complex. Mutual agreement is reached via an initial interview (free of charge and obligation), utilised to establish whether or not a suitable opportunity exists to benefit the company fleet operation. If the outcome is of a positive nature then a proposal is drawn up together with a broad project plan and anticipated cost. In this way, total transparency is evident from the outset and encourages an open and honest approach from all parties. This is critical to the success of the task. If such an opportunity is seen not to exist then nothing has been lost and suitable contacts have been made in order to be able to explore other future opportunities that may arise.

- When was the vehicle choice list last updated?
- Has the policy been reviewed in the last twelve months?
- Is there a policy in relation to road risk?
- How is the car policy communicated to staff?
- Does the company hold information on drivers experience, accident record and licence.
- Is there a detailed assessment of new starters regarding drivers company cars.
- Is there a procedure in place to carry out risk assessments including; Journey Planning, Vehicle and Driver Safety
- Does the company have a clear environmental policy regarding its vehicles?
- Is there a fuel card in place and who manages the reports?
- Does the organisation measure driving patterns?
- Does the company have someone responsible for measuring fleet data and making recommendations?
- Where maintenance repairs are carried out does the company monitor the repairs ensuring that defects are repaired quickly and effectivly.
- Does the company ensure that its drivers carry out regular essential safety checks?
- Is there a procedure in place of assessing and controlling cash 4 car drivers (using personal vehicles on company business)?
Elements that may be considered during a consultation are as follows:
- Running costs: vehicle acquisition, funding methods, fleet dynamics, and fuel.
- Operational review: change cycle management, fleet policy, duty of care.
- Supplier control: Tendering, tracking, service level agreements and KPI’s. Can include fleet management operators and vehicle manufacturers.
- Outsourcing: feasibility, cost benefit analysis, task retention.
N.B. such consultations do not necessarily replace a company’s fleet related staff, but they do compliment the often stretched resource.
